Stop HB 3932 Before It Guts Oregon’s Science-Based Wildlife Management

HB 3932 will be heard Tuesday, May 6 at 1 p.m. in the Senate Natural Resources & Wildfire Committee.
If it passes, trapping beavers on vast stretches of public land will be permanently banned—undermining ODFW biologists, draining conservation dollars, and setting the stage for broader attacks on hunting, fishing, and trapping.

 Key Points to Include

  • ODFW data show trapping is not limiting beaver numbers.

  • HB 3932 hijacks management authority by tying decisions to an outdated DEQ list.

  • License and excise-tax revenues from hunting, fishing, and trapping fund 80 % of Oregon’s wildlife budget. Stripping tools from managers strips dollars from conservation.

  • A balanced approach—non-lethal options first, regulated harvest where necessary—already exists and works.
